[JWS] Probes are broken when http_proxy is set

CLOUD-865 brought s support for http proxy setting in runtime. Unfortunately when http_proxy is set then readiness/liveness probe hardcoded in template queries are routed through the proxy. Either NO_PROXY should be automatically set or curl should use --no-proxy parameters
