[JDG] Verify that memcached cache exists

      Cause: Cache configured for memcached-endpoint via MEMCACHED_CACHE will not exist unless explicitly defined in CACHE_NAMES
      Consequence: memcached-connector can fail to start with valid ENV values
      Fix: If MEMCACHED_CACHE is not listed in CACHE_NAMES then the MEMCACHED_CACHE will be created
      Result: memcached-connector will start with previously problematic ENV values
