For better automation of managing ICPS on a OCP cluster in a GitOps fashion, it would be extremely useful for oc-mirror to output the right ICSPs for any subsequent run. When operators are added to the `imagesetconfiguration` or the version is increased the resulted ICSPs whould contain details of existing operators plus the new operator's details, added to `imagesetconfiguration`
