Oc-mirror and other tools like the future introspection tool need an exposed go package from Operator Framework team.

The main goal of this package is filtering an operator catalog. As input the caller will pass a catalog and a filter as arguments and the package will return the catalog filtered as an output.

The definition of the input and output needs to be discussed between oc-mirror team and OLM team. 

Ideas from oc-mirror team:

input: catalog OS path or declarative config?, filters (ImageSetConfiguration)
output: operator catalog filtered (declarative config?)
