Oc-mirror should be focused on mirroring while the introspection tool should be focused on giving information about which related images are needed to mirror a catalog/operator.

This user story is to implement the operator collector (moving the current one in oc-mirror) to the introspection tool and expose a way to call it in oc-mirror.
