The issue:

On the day we mass branched EPEL 10.2, a new CentOS compose was published ([CentOS-Stream-10-20260223.1](https://composes.stream.centos.org/stream-10/production/CentOS-Stream-10-20260223.1/)). I confirmed that this compose doesn't contain any RHEL 10.3 changes, so we should do a one-off sync to move centos-10-snapshot from CentOS-Stream-10-20260216.0 to CentOS-Stream-10-20260223.1.
