The issue:

In the mass branching SOP the `rbac-playbook` commands still use the `-e` flag. That command doesn't accept that flag, and in https://forge.fedoraproject.org/infra/ansible/pulls/3114 we modified the playbooks to use the EPEL vars instead. We need to update the SOP to match and not use the `-e` flags.
