The issue:

This issue is for splitting out the koji-release tags work from #40.

[koji-release-tags.yml](https://forge.fedoraproject.org/infra/ansible/src/branch/main/playbooks/manual/epel-minor-release/koji-release-tags.yml) is set up to run from localhost. This works when run directly from a workstation of a koji admin, but won't work via rbac-playbook because koji isn't installed or configured on batcave. There are other infra machines that have the koji releng account configured, so we should change the playbook to run from one of those.
