Adjust test cases, matrix and fedora_openqa for non-English install tests in multiple scenarios

      The issue:

      https://fedoraproject.org/wiki/Template:Testcase_language_install , which is the template used by all the non-English install test cases, covers GTK UI only. In [the matrix](https://fedoraproject.org/wiki/Template:Installation_test_matrix), we have a single result column for all the tests.

      However, things are more complicated these days. The Workstation and KDE lives use web UI, so we need to test non-English install on those too. And Workstation and KDE both disable user creation during install and have their own initial setup tools for configuring language, input method and creating users, so those have to be tested too.

      We have implemented some of that testing in openQA already - we have install_european_language_webui , install_asian_language_webui and install_cyrillic_language_webui , and we run european_language on both GNOME and KDE - but we have nowhere to file those results into the matrix.

      We need to add another test case template for web UI (making sure it includes appropriate instructions for initial setup utilities), create the four test cases based on it, add them to the matrix, then configure fedora_openqa to report the results appropriately. There should be two result columns in the matrix, I think - KDE and Workstation. Whenever the traditional installer images move to web UI, we would get rid of the old GTK UI test cases and add a third column for Server to the web UI test cases.
