The issue:

Last week I wrote https://github.com/rhinstaller/anaconda/pull/6886 to fix user creation / password setting in initial-setup (this is making disk image installs fail testing ATM), but it's not merged yet, seems anaconda team is having trouble testing it. I can probably test it and confirm the fix, plus provide instructions for them to reproduce the testing.
