Create the new Fedora branch across dist-git and enable developer access.

• [ ] SSH to `batcave01` → `pkgs01`
• [ ] Generate active package list using `get_active_packages.sh`
• [ ] Verify generated `components_f44.txt`
• [ ] Run mass branching:
  ```
  sudo -u pagure python /usr/local/bin/mass-branching-git.py f44 components_f44.txt
  ```
• [ ] Update `gitolite.conf` to allow pushes to the new branch
