The issue:

Right now we use a datanommer check to monitor the FMN UI, but sometimes that emits an alert just because no one has edited a rule for a while.

That seems improvable, so this is a spike to see if we can look at Openshift endpoints or HTTP monitoring to actually check the health of the service, rather than relying on change messages to the bus.
