Like <https://forge.fedoraproject.org/releng/tickets/issues/13125>, here's another ticket about taking advantage of more Forgejo features in the releng tooling repository.

See <https://forgejo.org/docs/latest/user/pull-requests-and-git-flow/#review-requests-and-code-owners>. It'd be nice if tooling maintained by specific people/groups had those people assigned as reviewers for PRs to make sure that PRs don't languish and are reviewed by the right people.

For example, I'd like to be listed as a reviewer for the `packages/orphaned/*` since I currently run and maintain these scripts. We might want something similar for Fedora QA and the QA scripts in the tooling repo also.
