It looks like this package was part of a bulk non-responsive orphaning in #12808, and then later retired. The package itself builds fine, and just needs a refresh to the current version of the software and the current Python packaging guidelines (which I have done in the re-review). Since I need it as a dependency of a new package, I'm happy to take ownership of it.
