I want to make organization memberships visible by default for new members,

Currently, `DEFAULT_ORG_MEMBER_VISIBLE` is set to `false`, which means when users are added to organizations, their membership is not visible to other users by default. This reduces transparency and makes it harder for community members to understand organizational structure and find collaborators.

• Set `DEFAULT_ORG_MEMBER_VISIBLE: true` in the Forgejo deployment configuration
• Deploy the configuration change to staging and production environments
• Verify that new organization members have visible memberships by default

1. 1. 1. Manual Cleanup Required

• Identify all existing organization memberships that are currently hidden
• Manually update the visibility setting for each existing organization member through the web UI
• Verify that all existing organization memberships are now visible
