But this is a link to a non-existent anchor, so if you click on it nothing happens and if you open the link a new tab you open the same page I was very confused. The HTML is

Is some pre-processor supposed to transform the `#fedora:preparing-boot-media.adoc` URL fragment? If not, using the relative URL path `a href="../../fedora/latest/preparing-boot-media/#_fedora_media_writer"`works.
