claircore: support purls throughout

      Purl seems to becoming the accepted standard for identifying packages. We should support purls.

      This issue is discussing using purls as identifiers in claircore code (to produce more intelligible logging, or replace system-scoped database identifiers), not using purls in an SBoM interchange format.
