Kernel developers have some expectations about how long CKI pipelines should take, and also how often QE tests are allowed to FAIL with false-positives. CKI has some expectation of how often web services should crash, and how long the API should take to respond.

We don't have those SLO documented, and most likely we don't even have clear SLI about them! Let's change that.
