cron: update jira API calls to newer version

      Since a move to Jira Cloud is approaching, update the API calls inside the jira update cronjob to use the new endpoint https://developer.atlassian.com/cloud/jira/platform/rest/v3/api-group-issue-search/#api-rest-api-3-search-jql-get
