sprinter/jira_mirroring: recurring tickets

      Today, once a GitLab issue is created we add a line with
      "Jira: <permalink>" to the description. On our recurring issues that link
      was being cloned to the duplicate, which would gain its own "Jira:" line,
      hence causing a long chain of "Jira:" lines in any recurring issue.
