replace pydocstyle with ruff

      • [ ] Make sure "D" is enabled in ruff.toml in all repos, try to avoid disabling "D" rules that are not disabled in cki-lib if possible
      • [ ] Remove pydocstyle from cki-lib's cki_lint.sh
