We should have specific outcomes for payloads about incomplete results. It's likely that they should have a bad exit code, so qe-pipelines can be retried waiting for results to reach DW, and also, all templates should account for them, and generate reports that clearly state that we are talking about incomplete results, otherwise we shouldn't even allow reports about them, and raise exceptions instead.

Handle build.test_plan_missing, valid=None and status=None specially and Make sure all consumers work properly

• QE pipelines
• Email reports
• CKI short pipelines (builds only: should have test_plan_missing=False; tests only should have build.valid=True)
• CKI std pipelines (check-results about an arch shouldn't fail when missing data about the other arches)
