The bot does not take into account whether a config is arch specific and puts all configs in the base `rhel/generic` directory. Let's clean up the arch specific configs and put them in the appropriate sub-directory. Let's also fix up the bot to do the right thing and open MRs that have the configs in correct arch directory.
