kernel-qe.kernel-ci.kernel-rt-x86_64.tier1.functional doesn't detect that beaker job has finished

      I see that all recipes have already finished. And one of them never started: 19584201
      (timed out waiting for a suitable machine?) - shown as "Cancelled".

      So, the tier1.functional should have seen that and should be shown as failed. Instead, it was still waiting for the test ti finish.
      Somewhere along the chain, either a message was lost, or there is broken logic which doesn't understand this "Cancelled" state properly. (If I have to guess, it's in pipeline's code).
