As part of the Helm release we need the helm binaries to be available in the mirror https://mirror.openshift.com/pub/openshift-v4/clients/helm/.
The errata is already shipped live https://errata.devel.redhat.com/advisory/121973 but content not available in mirror.
https://download.eng.bos.redhat.com/etera/helm/3/3.12/3.12.1-11/staging/ is the staging environment.
