Short description: Need NetStorage for RHD non-product Content

Description: The Red Hat Developer Download Manager (https://developers.redhat.com/download-manager/) gates access to files that are served from Red Hat's product CDN. This makes sense for the product artefacts, but not for other downloads, like PDFs and eBooks.

We are therefore looking to find an alternative location to host these non-product files, whilst still using the RHD Download Manager to mediate access to them.

Essentially, I'm proposing that a small (0.5GB) CDN is setup (similar to the product files CDN) to host these non-product files. I think this is going to result in the setting up of some Akamai NetStorage, configured similarly to the current product CDN.
