Nagios needs to be configured in order to RHDENG-1777 to be used.

The REST Endpoint is /download-manager/rest/status/failedDownloads . It must be authorized like other Nagios checks. If return value is 200, everything works fine.

1. Create Playbook for this error:
   1. if returned error code is 404, paul.robinson needs to be notified and he shall receive the text returned by the test service
   2. if returned error code is any other error, dhladky@redhat.com needs to be notified and shall receive the text returned by the rest service
2. Create Nagios alert, ideally automating the above steps
