It is necessary to add T&C handler for Digital Demand project. It will be the same handler as we use for RHD Keycloak now, it will only ask for other user profile level (which will be defined in RHDENG-1845).

Download manager may be updated to allow very simple addition of new T&C handlers of this type with other user profile levels only, eg. some simple subclass creation (which requires new release) or even by adding record into DB.
