      Update Red Hat Developer T&C text in Download manager to the one found in attachment of RHD-995

      Do not use first line from the document Developer Program Click-through Terms, keep current title.

      Prepare update on staging, then coordinate production rollout with T&C text update on website (both must be done at same time) - RHD-1071
