Add a link to error message where the user can sign T&C

      In case the direct link to a file returns 403 "Not Authorised" because they haven't satisfied some condition to access the file such as not adding profile information or agreeing to the Red Hat Developer Program T&Cs, it would be a good idea to supply the link where he can visit to satisfy the conditions in the error message.

      Download Manager will add a new workflow, that would allow resolving all necessary steps to download a specific file, but will end up on a "thank you page", that tells the user to retry the attempt to download the file in Eclipse instead of starting the download immediately.

      The link mentioned in the subject willl be added as "Location" header of the server response and will contain the URL to the workflow defined in previous paragraph and the body of the response will contain human readable description, that the user should go to the web browser and do all required steps to be authorised for the file download.

      I will also discontinue the current API, that allows signing the terms and conditions directly and modify the rest service, that used to return the text of the terms and conditions. Instead of the terms and conditions text it will return the information, that the current workflow was discontinued and that the user should go to the web browser and do all required steps to be authorised for the file download (this makes it function in an equivalent way to the new approach).
