As a developer, I want to create an implementation based on a local container registry as the backing technology for mirroring to disk, so that:

• The storage of layers and images become more efficient for MirrorToDisk scenarios
• All workflows (mirrorToDisk, diskToMirror, mirrorToMirror) can be handled as a mirrorToMirror with a local container registry
• All references to images on disk keep using the image reference as described in https://github.com/containers/image/blob/main/docker/reference/reference.go
