We need a way to run CI for an OCP install that includes externaldns-operator.

• k8s/ocp conformance tests.
• create e2e test.
• R&D to figure out how CI is performed for OLM-based operators (if we are going the OLM route for ExternalDNS).
• Create CI job(s) in openshift/release

Ideally, e2e tests for ExternalDNS operator would be compatible with vanilla kubernetes clusters running in supported cloud environments (and not just for OpenShift CI) so that the other downstream consumers of ExternalDNS could make use of the operator e2e tests.
