WHAT

This task is to investigate the fat manifests as described here in the PR comment from John Hunkins

I attempted to generate a fat manifest using OCI layout and use it in the ImageSetConfiguration and could not get this to work. We would need to discuss this in person to illustrate the issue (it's too complicated to describe here).

This is using the skopeo --all flag to ensure all architectures are downloaded

To formulate what is used in skopeo and how they use it to ensure all architectures are downloaded
