      Goal: Develop features/fixes required to make cert-manager general availability.

      Problem: Cert-manager is delivered as tech-preview. For GA release, updates are required to support operator as non-cluster operator, update certs to route support, security review, operator and operand monitoring, testing with listed certificate issues and release cadence in-line with upstream.

      Why is this important? To deliver a Red Hat supported version of cert-manager operator.
