The previous release 0.1 (OCP 4.11) was using the upstream version 2.4.1 with some carry patches regarding the feature gates about the IP target type and service reconciliation.
This user story aims at:
 * reviewing the changes done upstream since the previous release
 * rebasing the downstream fork with the latest changes

Acceptance Criteria
 * downstream fork is rebased with the latest upstream version
 * e2e in the operator repository passes
