Based on the documentation created in NE-753, complete the documentation by adding the pre-requisites for installing the ExternalDNS Operator (creation of operand [external-dns] namespace and corresponding role/clusterrole, rolebinding and clusterrolebinding.
This prerequisite is a consequence of the recommendations from security review report (see CFE-211 for details)
