We need to settle on a CLI framework (eg Cobra), add some basic scaffolding for the commands detailed out in the design doc and some initial help messages.

AC:

• the binary that is build can be used as a CLI with "must-gather-clean" 
• -f can read the configuration
• -i can read the input folder of must gather
• -o can output to a folder
• --help outputs some helpful message
