Once the repo in CFE-17 is created, we need to setup build machinery and CI.

We can take the OS build-machinery makefile and docker files from the existing must-gather repository.

• make builds a binary release of a dummy golang application
• openshift-ci bot and Tide should be hopping onto PRs
