      As per https://github.com/openshift/cluster-ingress-operator/pull/1017#discussion_r1502354411, we need to update the EP to mention the use of ROUTER_ENABLE_EXTERNAL_CERTIFICATE env var, instead of ROUTER_EXTERNAL_CERTIFICATE to propagate the Tech-Preview feature gate information down to router from cluster-ingress-operator.
