Define camel-community.version in camel-dependencies

      We currently define <camel-community.version>3.11.1</camel-community.version> in Camel top pom and it is not propagated to camel-dependencies. We should start propagating it there so that Camel Quarkus and Camel K can reuse the property and avoid defining it anew.
