Align the TCK with CDI-141

• update TCK assertions
• align existing tests with the assertions (see the exclude list in the weld TCK runner)
• move tests from the weld testsuite to the TCK (see https://github.com/weld/core/commit/129e8208d3fe9c1a1238572288eb68ea488fa920)
