The cloud-cred operator was added to the profile in cco#274. But those IBM clusters don't actually use the operator, and the operator deployment manifest is only annotated for self-managed-high-availability. There's no reason to keep the namespace, CRD, RBAC, and other cruft around on those IBM clusters. We should walk any repositories which declare CredentialsRequests manifests and drop any ibm-cloud-managed annotations, and then revert cco#247 and probably add new manifest entries with ibm-cloud-managed annotations and [release.openshift.io/delete annotations to ensure they are removed from existing IBM clusters on update.
