The release image might contain some credentials request manifests that are stale and marked for deletion using `release.openshift.io/delete` annotation. The CVO uses this annotation to delete stale resources from the cluster. The ccoctl should ignore these while creating credentials infra and secrets. We need to also tell the user why we are ignoring a particular credentials request.
