CCO presently has a cleanup controller that was written to ensure old CredentialsRequest resources that we no longer need get cleaned up. It turns out that the CVO has a native ability to cleanup any resource. Going forward we can use the functionality as described in https://github.com/openshift/cluster-version-operator/pull/438/ to have CVO do any cleanup work for us, and simply retire the cleanup controller.
