As part of the manylinux builder effort we build several system dependencies from source and include them in the wheels. We need to track what those deps are with their versions. Someday we will have to watch out for CVEs against those deps and update the builder image as necessary -> build new ML wheels with the new system deps. This is a prerequisite to that effort.
