Calunga currently keeps an ephemeral list in the index repo that tracks what the current run should be processing. We need a long-lived data structure that we can use to keep track of the high-level packages we want to monitor. This data structure should have a list of ignored versions that we will not build wheels for.

This data structure should simply be a json file.

This list of onboarded packages will be useful for future tickets and feature additions.
