Add Windows equialents for Linux/bash command scripts to release bin directory

The current release only conains Linux/bash shell versions of the Byteman command scripts, bmjava, bmsubmit, bmcheck etc. Kenji Suzuki has kindly contributed Windows bat file equivalents which should be included in the next release. Th edocumentationand utorial need to be updated to identify theavailability of these Windows versions of the scripts.
