Description of problem:

The Builds for Red Hat OpenShift operator is not available by default in OpenShift v4.16

Version-Release number of selected component (if applicable):

OpenShift Container Platform v4.16

How reproducible:

Each time. All the clusters.   

Steps to Reproduce:

    1. Go to Operator Hub on OCP web console
    2. Search for builds operator, RH supported "builds for OpenShift" couldn't be found.
    

Actual results:

Operator isn't available on OCP v4.16    

Expected results:

Operator should be available on OCP v4.16    

 
Additional Notes:

1. BUILD-994 is the "backport" targeting Builds 1.0.z.
2. This should be marked as supported on OCP 4.11-4.16 (current OCP release). We are not going to support this version on OCP 4.17 (customers will be expected to upgrade to Builds 1.1 or higher).
3. Process for declaring this level of support needs to align with CPaaS-driven build process.
