Spike Story

Propose a feature upstream for running multi-arch builds. This should be in concert with the continuing discussions around mult-arch builds - see shipwright-io/build#1119. It should also consider the impact to other scheduling features, such as those in BUILD-972.

Acceptance Criteria

• Proposal accepted in "provisional" state
• Proof of concept demo for running a multi-arch build for Shipwright - one of:
  • "Fan out" pipeline to multi-arch nodes on Kubernetes/OpenShift
  • Build strategy handling multi-arch through emulation (ex: ko, buildah) - this may be easier to set up.-
• Initial draft of the "implemental" version of the feature submitted.
• Follow up epics and stories drafted in JIRA.
