User Story
As an engineer working on Shipwright, I would like the conversion webhook for v1alpha1 -> v1beta1 to be setup in CPaaS so that new images can be automatically created and tested when pull requests are merged.
Acceptance Criteria
- CPaaS is configured to generate an image for the v1alpha1 -> v1beta1 conversion webhook for the Shipwright API
- Images are built via brew and available in the registry/Red Hat Image Catalog

None - we can't really test Shipwright conversion until the related images for the conversion webhook are created
